*Second Amendment to Lease Agreement Lanier Brugh Corporation – The term of this agreement is month to month, however, the agreement allows for an annual adjustment of rent based on the CPI. Lessee shall pay $0.27 per square foot per annum or $3,888 annually excluding Washington state leasehold tax for 14,400 square feet of improved land. Staff recommends approval.

4.

*Fifth Amendment to Lease Agreement, Building 1378, Suite 109 Transtech Airport Solutions, Inc. – Transtech utilizes approximately 370 square feet as an administrative office. The term of this agreement shall be six months commencing August 1, 2007. The rent shall be $13.93 per square foot per annum or total revenue of $2,577.06, excluding Washington state leasehold tax, for the six-month term of the agreement. Staff recommends approval.

5.

*Second Amendment to Lease & Operating Agreement Alaska Airlines, Inc. –Alaska entered into a new lease and operating agreement dated 12/15/04. With the addition of a new signatory airline, an adjustment to Alaska’s leasehold was necessary. This amendment reduces the number of chairs that they lease and changes the baggage makeup area from exclusive to joint use space. Staff recommends approval.

*Landlord Estoppel Certificate and Landlord’s Consent Flight Deck Spokane, LP –Lessee is requesting approval of the landlord estoppel certificate and landlord’s consent as required by lessee’s lender in order to obtain funding for the construction of a hotel on airport property. Staff recommends approval.

*Operating Agreement Holiday Inn Express Cheney – The Holiday Inn Express located in Cheney, Washington, would like to provide courtesy vehicle service for their clients to and from the airport. This agreement is effective July 1, 2007 and provides for the rules and regulations of the use of the Ground Transportation Center as well as fee provisions. Staff recommends approval.

*Lease Agreement Thomas M. Higgins, Jr. and Glenda A. Higgins – Mr. and Mrs. Higgins have requested a lease for approximately 7,700 square feet of unimproved land to construct a 2,500 square foot aircraft storage hangar at Felts Field. The term of the agreement shall be twenty-five years commencing upon beneficial occupancy with the option to renew for one 25-year option. The initial rental rate shall be $0.18 per square foot per annum or $1,386 per year plus Washington state leasehold tax. Staff recommends approval.

The initial rental rate shall be $0.18 per square foot per annum or $1,980 per year plus Washington state leasehold tax. Staff recommends approval.

Maridon – The Maridons have requested a lease for approximately 6,650 square feet of unimproved land to construct a 2,500 square foot aircraft storage hangar at Felts Field. The term of the agreement shall be twenty-five years commencing upon beneficial occupancy with the option to renew for one 25-year option. The initial rental rate shall be $0.18 per square foot per annum or $1,197 per year plus Washington state leasehold tax. Staff recommends approval.

*Lease Agreement Aaron Silk – Mr. Silk has requested a lease for approximately 8,550 square feet of unimproved land to construct a 3,500 square foot aircraft storage hangar at Felts Field. The term of the agreement shall be twenty-five years commencing upon beneficial occupancy with the option to renew for one 25-year option. The initial rental rate shall be $0.18 per square foot per annum or $1,539 per year plus Washington state leasehold tax. Staff recommends approval.

Stuckle – Mr. Stuckle has requested a lease for approximately 11,000 square feet of unimproved land to construct a 4,800 square foot aircraft storage hangar, Building 81, at Felts Field. The term of the agreement shall be twenty-five years commencing upon beneficial occupancy with the option to renew for one 25-year option. The initial rental rate shall be $0.18 per square foot per annum or $1,980 per year plus Washington state leasehold tax. Staff recommends approval.

Stuckle - Mr. Stuckle has requested a lease for approximately 11,550 square feet of unimproved land to construct a 5,100 square foot aircraft storage hangar, Building 83, at Felts Field. The term of the agreement shall be twenty-five years commencing upon beneficial occupancy with the option to renew for one 25-year option. *Lease Agreement Glen A. Cloniger – Mr. Cloniger has requested a lease for approximately 8,8000 square feet of unimproved land to construct a 3,600 square foot aircraft storage hangar at Felts Field. The term of the agreement shall be twenty-five years commencing upon beneficial occupancy with the option to renew for one 25-year option. *Lease Agreement Tate Incorporated – Tate Incorporated is a company that provides security training to public and private groups and has requested a lease for 1,590 square feet of space in Building 1423 for administrative office and warehouse use. The term of the agreement shall be three years commencing July 16, 2007. The rent shall be $5.32 per square foot per annum or $8,458.80 annually. Staff recommends approval.

16.

*License to Use Airport FacilitiesAngel Flight – Angel Flight, a nonprofit corporation, has requested the use of the facilities at Felts Field to conduct an Aviation Awareness Event on August 4, 2007. The event is intended to provide information to terminally ill children and their families. Licensee will provide the required insurance coverage and will be responsible for all setup and cleanup. Staff recommends approval.

Award Purchase, Snow Removal Equipment Mid-Mountain Machinery, LLC – This project consists of replacing two old snow removal equipment with two new runway sweepers with self-leveling brushes. The call for bids was legally advertised and two bids were received on June 30, 2007. Staff recommends approval of payment for Mid-Mountain Machinery to build and deliver two chassis and two self-leveling attachments in the amount of $943,729.05, which includes Washington state sales tax of 8.7 percent.

18.

Award Purchase, Class 2 Aircraft Rescue and Fire Fighting Vehicle (ARFF) Rosenbauer-General Safety Equipment, LLC – This project consists of the purchase of one, 3000-gallon Class 2 ARFF vehicle to replace the old one that was purchased in 1987. The call for bids was legally advertised and two bids were received on June 29, 2007. Staff recommends approval of payment for Rosenbauer-General Safety Equipment to build and deliver one ARFF vehicle in the amount of $695,576.90 which includes Washington state sales and vehicle taxes.

19.

Award Contract for Construction Services, Business Park Warehouse Garco Construction, Inc. – Bid documents for this project were prepared and the project was legally advertised. Four bids were received on July 10, 2007. Staff recommends acceptance of the lowest bid and award to the low bidder, Garco Construction of Spokane, in the amount of $1,151,160 which includes the base bid, alternate A and Washington state sales tax. Staff further requests authorization of expenditures of up to $100,000 of the total cost for construction contingency and miscellaneous expenses incurred for this project work.

20.

Award Contract for Construction Services, Felts Field Fire Protection System Extension Project Safco, Inc. – Bid documents for this project were prepared and the project was legally advertised. Four bids were received on July 10, 2007. Staff recommends acceptance of the lowest bid and award to the low bidder, Safco Construction of Spokane, in the amount of $127,248.79 which includes Washington state sales tax. Staff further requests authorization of expenditures of up to $20,000 for construction contingency and miscellaneous expenses incurred for this project work.

21.

Interlocal Agreement for Subrecipient of Homeland Security Funding – The Federal Department of Homeland Security is providing funding to local government to enhance national preparedness through the Homeland Security Grant Program. The Spokane Department of Emergency Management (DEM) is the contractor of these local grants and the airport qualifies as a subrecipient for the program. Staff recommends approval of the interlocal agreement with Spokane DEM.
