*Supplemental Agreement #1 General Services Administration – The Transportation Security Administration has leased Building 700 since 2002 for administrative offices. The government’s General Services Administration manages this lease agreement which extends the term for an additional two years and amends the rent. The rental rate shall now be $69,833.92 annually. Staff recommends approval.

*Fourth Amendment to Lease AgreementXN Air, LLC – This agreement is amended to delete the 39,000 square feet of unimproved ground and to increase the ramp area from 37,980 square feet to 56,627 square feet. The annual rent for the ramp shall be $13,187.62 which does not include Washington state leasehold tax. Staff recommends approval.

5.

*Operating Agreement Spokane Dispatch Inc. and Spokane Owners and Drivers Association (SODA) – On October 31, 2007, TC Transportation ceased their taxi operations in Spokane. Two companies were contacted by the airport to provide interim taxi service and Spokane Cab submitted the most responsive proposal. A standard operating agreement with a 50-cent per trip fee was established. SODA shall be responsible for all administrative functions. The interim agreement is effective through February 2008 and thereafter on a month-to-month basis. Staff recommends approval.

6.

*Supplemental Agreement #9 General Services Administration - The Transportation Security Administration has leased space within the main terminal since 2002 for administrative offices and employee breakroom. The government’s General Services Administration manages this lease agreement which extends the term for an additional two years and amends the rent. The rental rate shall now be $221,577.68 annually. Staff recommends approval.

7.

*First Amendment to Lease AgreementInland Helicopters, Inc. – Inland Helicopters leases 749 square feet of space at Felts Field terminal building plus 8,000 square feet of ramp. This agreement allows for a rate adjustment annually. Effective December 1, 2007, the annual rent shall be $5,225.25 which does not include Washington state leasehold tax. Staff recommends approval.

8.

*Seventh Amendment to Lease Agreement Con-Aire III, Inc. – Con-Aire leases 2,808 square feet of land at Felts Field to operate a self-service aircraft fueling system. The agreement provides for the adjustment of rental rates every five years. Effective December 1, 2007, the rental rate shall be $702 annually or $0.25 per square foot per annum. Staff recommends approval.

Employee Recognition – Spokane Airports IT manager, Gregg Morrison, was nominated in recognition of his outstanding service. The nomination was based on cost savings estimated at over $100,000 in 2006. The Personnel Committee and staff request approval of this recognition for Gregg’s outstanding service to the airport.

10.

Resolution No. 08-07, In the Matter of the Establishment of an Air Service Development Incentive Program – The purpose of the incentive program is to encourage new nonstop service to selected routes by providing temporary marketing and promotional assistance. Assistance will be made with advertising in an effort to increase customer awareness and promote the new service. Staff recommends approval of Resolution No. 08-07.

Proposals and Lease Agreements, Building 705 and Building 740 GB Auctions, Inc. d/b/a DAA Northwest and XN Air, LLC – On November 14, 2007, staff received two proposals in response to the airport’s RFP to lease Building 705 and Building 740. GB Auctions received the highest evaluation score for Building 705. The initial rental rate for the building shall be $2.10 psfpa and Xn Air shall lease Building 740 at the rental rate of $1.00 psfpa. Staff recommends approval.

12.

Land Lease Agreement Washington Trust Financial Corporation – Washington Trust has requested a land lease in order to construct a corporate aircraft hangar at Spokane International Airport. The rental rate for 67,117 square feet of unimproved land for the initial five-year period shall be $13,423.40 annually which does not include Washington state leasehold tax. Staff recommends approval.

13.

Land Lease Agreement TA-GEG, LLC – TA-GEG, a developer of general aviation hangars, has requested an agreement to lease approximately 70,699 square feet of unimproved land to construct three hangar facilities. The term of the agreement commences December 1, 2007. The rental rate for the initial five-year period shall be $14,846.79 annually which does not include Washington state leasehold tax. Payment shall commence upon FAA approval of the 7460-1 or no later than April 15, 2008. Staff recommends approval.
