*First Amendment to Lease Agreement for Land – Sysco Food Services of Seattle, Inc. – Sysco Food Services has leased approximately 4,050 square feet of improved ground at the Airport Business Park and they would like to continue leasing the property. The term of this agreement shall be for one (1) year effective September 1, 2007 and the rent shall be $260 per month which excludes Washington state leasehold tax. Staff recommends approval.

*Lease Agreement for Building 1427 – Tate Incorporated – Tate Incorporated will be expanding their operations and has requested a lease for Building 1427. The term of this agreement shall be month to month commencing September 10, 2007. Lessee shall pay $5.32 per square foot per annum for 3,205 square feet of office space and 170 square feet of warehouse space. The monthly rent shall be $1,496.25 which excludes Washington state leasehold tax. Staff recommends approval.

*Security Contract – Kodiak Security Services, Inc. – The month-to-month contract with Kodiak Security expired on March 31, 2007. Two proposals in response to the RFP were received on August 29, 2007. Kodiak Security proposed the best hourly rate and staffing capabilities. The fee shall be $14.25 per hour with no holiday differential. Staff recommends approval.

6.

*Second Amendment to Lease Agreement – Empire Airlines, Inc. – Empire Airlines currently leases 12,000 square feet of ramp and has requested an additional 14,610 square feet. The cost of the additional ramp shall increase the rental rate for the initial five-year term of the lease $170.45 per month. Total rent for shop, hangar and ramp space shall be $5,619.97 per month or $67,439.64 annually which excludes Washington state leasehold tax. Staff recommends approval.

7.

*Purchase Airfield Deicer for 2007/2008 Snow Season – Cryotech Deicing Technology – The Airfield Maintenance Department requests permission to purchase bulk anhydrous sodium acetate deicer. This product will be replacing the currently used urea, which is being phased out due to environmental concerns. Staff recommends authorization to purchase bulk anhydrous sodium deicer from Cryotech Deicing Technology in the amount of $1,537 per metric ton plus applicable taxes and freight charges.

*Third Amendment to Lease Agreement – Pass Word, Inc. – Pass Word would like to exercise their last renewal option to lease a 400 square foot antenna site at Felts Field. The agreement provides for an adjustment of rents and fees every five years. Effective October 1, 2007, the rental rate shall be $578.76 per month or $6,945.12 annually which includes Washington state leasehold tax. Staff recommends approval.

*Second Amendment to Lease Agreement – Spokane County Sheriff – Building 31 at Felts Field has been leased by the Spokane County Sheriff’s department for storage of their emergency response aircraft and they have requested that their lease be extended for another year. Effective November 1, 2007, the rent shall be $0.95 per square foot for 10,000 square feet in Building 31 and $0.18 per square foot for 19,003 square feet of ramp adjacent to the building. Staff recommends approval.

10.

*First Amendment to Lease Agreement – David Byard Taylor and April Marie Taylor In June 2007, the Taylors entered into a lease agreement for approximately 7,700 square feet of unimproved land to construct an aircraft hangar building at Felts Field and the FAA has approved the 7460-1 application. The term is twenty-five (25) years and commenced August 1, 2007. The initial rental rate shall be $0.18 per square foot per annum or $1,386 annually plus Washington state leasehold tax. Staff recommends approval.

11.

Approval of Covenants, Conditions and Restrictions (CC&Rs) for Aeronautical Development – CC&Rs have been created to communicate construction guidelines and development standards for potential applicants. The document also allows for an application process that is efficient and predictable as airside property is developed. These CC&Rs for SIA are consistent with the standards at Felts Field Airport. Staff recommends adoption of the Aeronautical Covenants, Conditions and Restrictions.

12.

Award Elevator/Escalator Service Contract – Schindler Elevator Corporation – Statements of Qualification for elevator and escalator service were received from three companies on August 1, 2007. Staff recommends approval of a service contract with Schindler Elevator Corporation based upon successful negotiation of scope and fee.

13.

Award Contract for Construction Services, RAC Phase I – Inland Asphalt Company Two bids for the first phase of the Rent A Car Renovation project were received on September 11, 2007. Staff recommends acceptance of the lowest bid and award to the low bidder, Inland Asphalt Company of Spokane, in the amount of $593,499 which includes Washington state sales tax. Staff further requests authorization of expenditures of up to $60,000 of the total cost for construction contingency and miscellaneous expenses incurred for this project.
